Mark Horgan

Mark’s management consulting experience covers three decades, two continents, and the areas of both information technology and knowledge management. He has worked extensively in Asia, predominantly in China (as a trade consultant) and Singapore (as a researcher and as a co-founder and COO of a technology startup).

Mark’s recent work has focused on assisting the government to make best use of technology investments in all-of-government settings. He has been a Principal Advisor and General Manager for the (then) Government Chief Information Officer (GCIO, now GCDO), and now works in education as the Chief Advisor to the Chief Digital Officer at the Ministry of Education. Mark is a Certified Management Consultant (CMC).
