Mr Kaarelson is responsible for strategic planning and development of public e-services and e-government platform of the country. The state network, state portal, e-ID management and other essential tools of the e-government infrastructure are successfully maintained and developed under his firm leadership.
Mr. Kaarelson has over 20 years of experience in services development and ICT based services delivery.
Before joining RIA, Mr Kaarelson worked as Chief Technology Officer and Board Member at the mobile operator Elisa Estonia, where he managed and coordinated the tasks as technology strategy, investment planning, services development and networks operations. In addition, he was leading the public – private partnership as Chairman of the Supervisory Board at Estonian Broadband Development Foundation, which targeted the rollout of countrywide next-generation fiber optic based broadband network by 2018.
Mr. Kaarelson graduated from Tallinn University of Technology as Telecommunications Engineer and holds a Master`s degree in International Business Administration from Estonian Business School.
During 1998-2006 Andrus Kaarelson worked in telecommunication solutions supplier Ericsson. In the market unit of Nordic and Baltics service organisation he was leading customer support and managed services’ departments that were providing professional services for all major operator companies in Northern Europe.
RIA’s 2 other branches are responsible for the coordination of Estonia’s national cyber security and for the administration of IT-related public funds.
